Purpose: 

 

The Chief Financial Officer is responsible for managing the district’s business and financial affairs in a manner that complies with district policy and federal/state regulations while supporting the district’s vision and strategic plan. In addition to directly supervising the business office, the Chief Financial Officer oversees the district’s complete financial management system. 

 

Essential Functions: 

  1. Responsible for developing the district’s business office practices, ensuring such practices meet both NE Dept of Education and GAAP (Generally Accepted Accounting Practices) requirements. 
  2. Provides guidance in long-range financial matters to ensure the district maintains a strong financial position. 
  3. Monitors and analyzes legislative developments, especially financial ones, in the state capital, making recommendations to the Superintendent on matters that may affect the district. 
  4. Manages the district's cash flow and maintains various funds and accounts to maximize financial leverage and ensure minimal exposure to risk. 
  5. Supervises and administers all payroll, retirement, Section 125, insurance-related programs, and personnel benefits for the district. 
  6. Develops and maintains the district’s salary schedules (administrative, certified, and classified). 
  7. Develops and administers the district budgeting process in the annual preparation of the district’s financial strategic plan. 
  8. Monitors the district’s budget, taking appropriate actions to ensure operating expenses occur within budgetary guidelines. 
  9. Exercises supervision and management authority over the MIS and Nutrition Services, setting performance and operating expectations and reporting them to the Superintendent. 
  10. Ensures the district’s Annual Financial Audit is performed annually in accordance with any state/federal regulations and takes steps as necessary to ensure compliance with audit recommendations. 
  11. Participates actively in the planning and developing labor relations strategies annually, providing recommendations and proposals to meet the district's financial needs while maintaining competitive recruitment and retention strategies. 
  12. Serves as the Risk Manager (insurance), and Purchasing Agent for the district, managing and supervising activities related to each. 
  13. Manages the district’s investment accounts to maximize returns within state and district investment guidelines. 
  14. Monitors district debt, analyzes and recommends to the Board of Education on strategies to retire debt to achieve district financial objectives. 
  15. Completes the appropriate state and federal budgeting processes, including reimbursement requests (e.g. Title Funding (I, II, III, IV), Grant Funding, Special Education Funding, Special Programs Funding, etc).
  16. Serves as a member of the Superintendent’s executive leadership team, participating in developing initiatives, strategies, and practices that will serve to accomplish Board of Education goals. 
  17. Participates in board meetings and committee meetings as required to accomplish the work of the district. 
  18. Participates in state and local affairs that impact public education in general and Crete Public Schools. 

 

Other Responsibilities: 

  1. Performs other duties as required by the Superintendent. 

 

Position Requirements:  

  1. Bachelor's Degree in Accounting or related field, Masters preferred.  
  2. Possesses strong computer skills for developing reports and managing financial data. 
  3. Excellent written and oral communication skills required.  Have the ability to make presentations to the board of education and various media, community, or professional groups. 
  4. Excellent interpersonal skills and ability to establish trust and rapport with a wide variety of stakeholders (e.g., administrators, school staff, students, parents, and community members) 
  5. Analytical and problem-solving skills required. 

Experience Requirements

  1. Requires 5-7 years of accounting management or educational administration experience.
